Punjab Eases Building Fitness Certificate Rules for Private Schools, New Relief Announced

The Punjab School Education Department has introduced a major relief for private schools by simplifying the process of obtaining a building fitness certificate, making school registration easier while maintaining safety standards.

Under the revised policy, private schools are no longer required to obtain the certificate exclusively from the Communication and Works (C&W) Department. Instead, the certificate can now be issued by any civil engineer or engineering firm registered with the Pakistan Engineering Council (PEC).

The move is expected to reduce delays in the registration process and provide schools with greater flexibility. Many private institutions had previously raised concerns over long waiting times and limited availability of inspections under the earlier system.

Despite the relaxation, the building fitness certificate remains a mandatory requirement for the registration and renewal of private schools. Education authorities have clarified that the change is intended to simplify procedures, not to compromise student safety.

According to CEO Education Tariq Mahmood, every school must ensure its building meets the required structural and safety standards before admitting students. He urged school administrations across Lahore and other districts of Punjab to obtain the required certificates as soon as possible.

The revised policy allows Pakistan Engineering Council (PEC)-registered engineers to inspect school buildings and certify that they are structurally safe for educational use. This is expected to increase the number of qualified professionals available for inspections and speed up the approval process.

The School Education Department has also instructed district registration authorities to implement the new guidelines and accept fitness certificates issued by eligible PEC-registered engineers or engineering firms. Officials believe the updated policy will improve administrative efficiency while ensuring schools continue to meet safety requirements.

Private school associations have welcomed the decision, saying it will reduce unnecessary administrative hurdles and help institutions complete registration formalities more quickly. However, education officials have warned that schools failing to obtain a valid building fitness certificate may still face delays in registration or regulatory action.

The latest reform reflects the Punjab government’s ongoing efforts to improve the private education sector, simplify regulations, and ensure that all educational institutions provide a safe learning environment for students and staff.
