Pakistan Moves to Modernize Primary School Textbooks for Students

Pakistan is preparing to improve the quality of primary school textbooks, with the federal government reviewing a new framework for developing, reviewing and printing learning materials through the National Book Foundation (NBF).

The Ministry of Federal Education and Professional Training (MoFEPT) has recommended a mechanism designed to make textbooks more learner-focused, engaging and aligned with modern educational needs. The proposed changes will cover students from Early Childhood Care and Education (ECCE) to Grade V.

The initiative was discussed by the Lead Committee on Textbook Development, chaired by Education Secretary Nadeem Mahbub. The committee reviewed a roadmap for producing textbooks that can better translate curriculum objectives into practical classroom learning.

Under the proposed plan, new primary textbooks will be aligned with the New National Curriculum of Pakistan (NNCP). Officials expect the revised books to be introduced for primary classes from the 2027 academic session, subject to the implementation process.

A major part of the mechanism will involve inviting Expressions of Interest (EOIs) from publishers. The selection process is expected to follow clear and transparent criteria to improve competition and ensure that selected textbooks meet required academic and publishing standards.

The government also plans to strengthen quality assurance and textbook review procedures. Authors, subject specialists and reviewers may receive additional training and capacity-building support to improve the quality of educational content before books reach classrooms.

The proposed textbooks will focus on more than memorising information. They are expected to promote conceptual understanding, critical thinking, creativity and problem-solving skills among young learners.

Another important area will be age-appropriate and child-friendly content. The learning material is intended to be easier for children to understand while supporting inclusive education and practical application of knowledge.

The reform is part of broader efforts to improve the connection between curriculum development, textbooks and classroom teaching. A well-designed curriculum can only deliver better learning outcomes when students and teachers have appropriate instructional materials.

If implemented effectively, the new mechanism could give schools access to more consistent and quality-assured learning resources. It could also help reduce gaps between curriculum objectives and what students actually learn from their textbooks.

For students and parents, the most important change will be the eventual availability of modern primary-level textbooks designed around skills, understanding and classroom engagement rather than simple rote learning.
