The Higher Education Commission (HEC) has issued a strong warning to students, graduates, and degree holders across Pakistan regarding fraudulent individuals and groups falsely claiming to provide official document attestation services.
According to the commission, several reports have surfaced about unauthorized agents offering degree and document attestation on behalf of HEC. These individuals often demand personal information, educational records, and additional fees while claiming links to the commission.
HEC clarified that its attestation system is completely online, transparent, and paperless, eliminating the need for middlemen or third-party agents. Applicants have been advised to submit all attestation requests directly through the official HEC e-services portal and avoid sharing sensitive information with unverified sources.

The commission emphasized that educational credentials, CNIC details, academic transcripts, and degree copies are valuable personal records that can be misused if they fall into the wrong hands. Students and graduates have therefore been urged to remain cautious when dealing with people claiming to offer fast-track or guaranteed attestation services.
HEC further stated that applicants can track their requests, upload documents, and receive updates through official digital channels. Any individual requesting extra payments or promising special assistance outside the authorized process should be treated with suspicion.
The commission also encouraged citizens to verify information only through official HEC communication platforms, including its website, online help desk, and customer support services. Officials noted that using unofficial channels may lead to delays, financial losses, or potential misuse of academic records.
As digital scams continue to rise, HEC has advised the public to stay vigilant and report any suspicious activity involving fake attestation services. The commission reiterated that protecting personal and educational data is essential and that all attestation-related matters should be handled exclusively through official HEC platforms.
