The Islamabad High Court (IHC) has upheld the dismissal of a Grade 19 government officer after rejecting his intra-court appeal in a fake degree case. The court ruled that the officer had secured government employment using fraudulent academic qualifications, leaving the earlier decision against him intact.
According to the judgment, Waseem Afzal Waraich obtained his BA and MBA degrees through forgery and deception. The division bench observed that the educational documents submitted by the officer were not genuine and were used to unlawfully obtain government employment and career promotions.
The court also ordered the officer to return all salaries, allowances, and other financial benefits received during his government service. It further directed the Federal Investigation Agency (FIA) to initiate criminal proceedings against him in accordance with the law.
Court records show that Waraich first joined SME Bank in 1993 by using the disputed degree. After leaving the bank in 2009 under a golden handshake scheme, he later secured a Grade 19 position in the Ministry of Labour and Manpower in 2011 by relying on the same academic credentials.
The Islamabad High Court had previously declared his degrees fake in an earlier ruling and ordered his removal from service. Following that decision, the Ministry of Overseas Pakistanis and Human Resource Development issued a notification terminating his employment and initiated the process of recovering all service-related benefits.
The ministry has also been instructed to ensure compliance with the court’s ruling, while the FIA will proceed with the investigation and any criminal action arising from the case.
The latest verdict reinforces the judiciary’s strict stance against the use of fake educational credentials in public service. Legal experts say the decision sends a clear message that individuals who obtain government jobs through forged degrees or fraudulent documents can face dismissal, financial recovery, and criminal prosecution.
